[Termtools] new version of TPDB

Dear all,

Due to a mistake of mine, the version 3.0 of the TPDB was missing a
collection of SRSs from Andreas Gebhardt. Moreover, Hans Zantema and
Adam Koprowski discovered of few duplicates (modulo renaming).

I've just updated the TPDB accordingly, and made it available on the
web.
