[Termtools] suggestion: short IDs for problems

Dear all,

I would suggest to give a short ID (at most 5 letters) to each
problem file in TPDB.  When referring to (many) problems in a paper,
short IDs are absolutely more useful than descriptive lengthy
filenames.  (I feel awkward even when writing down only 5 filenames
in a paper.)

I remember that in the meeting of WST'2004 there was a suggestion
for the same purpose: filenames should be short.  However, the
current TPDB has already contained too many files to adopt
this approach, I think.
