[Termtools] CeTA handling XML escape sequences

Dear certified category participants,

CeTA has been reading XML escape sequences as they are, but as some XML
library seems to turn some characters to escape sequences, it will be
updated so that < > ' " resp. are read as characters
< > ' " resp.

Sequences of form &#xxx; (except for those correspond to & < > ' ") will
*not* be identified with their Unicode correspondent, but I don't
recommend to exploit this behavior.
