[Termtools] We are community driven

Dear all,

it seems I should yet stress that: in TermCOMP, things are discussed by 
the community and SC is responsible for decision. Not the organizer 
unlike CASC or SV-COMP.

What I will be responsible for is *how* to implement the decisions. Such 
as how to submit tools/benchmarks:
