[Termtools] Registration form to certified categories

I made a change to
https://github.com/TermCOMP/starexec-master/blob/master/Y2020_info.php

Now every category has
				'certified' => [
					'parts' => [
component. If you want to participate the certified version, please put 
your config id there.
