[Termtools] Outermost Category

Hello. My proposal here is:

1. "you outermost people make up your mind" (that is, you seek
   an agreement, among the likely participants, on the particulars
   of the category, the set of problems,  and evaluation;
   and record that on the wiki page. I understand
   you're already working actively on this - very good.)

2. once this is stable, the committee makes just one vote:
   to approve that category (so it becomes active on the server
   for testing/ongoing runs/next deadline)
