[Termtools] competition dec 09 started

the competition started this morning at 11:03:

the tuples (tool,problem) are not being executed in any set order. the  
spooler stores the tuples in a [blocking] priority queue, competitions  
(and test jobs) get a priority of 0 (highest priority) to halt  
operation of any long-running experiments, which have a lower priority  
set. a poll() operation on a queue with multiple elements with the  
same priority returns a random result from the waiting set.

this explains the "holes" in the category tables. they will be filled  
up as the tuples are executed.
