[Termtools] Benchmark submissions

Dear all,

Rene Thiemann kindly agreed to help preparing the competition
by collecting new benchmarks, and building the next TPDB edition.

So the submission process is:
upload on starexec and give read access to Rene.

I updated the description accordingly.
